They place limits on the use of higher GWP (global warming potential) gases such as R404A and R507A in existing equipment, and they impose leakage control duties on whoever owns the equipment.

It is the formal proof that an engineer is qualified to handle fluorinated greenhouse gases, and that the company employing them holds company certification to do that work. There are two separate things: the individual engineer’s qualification and the company’s certification. A compliant contractor holds both.
Do I need an F-Gas engineer just to service my air conditioning?
If the work involves the refrigerant circuit in any way — leak checking, recovery, recharging — then yes. A clean of the filters is not regulated work; anything that touches the refrigerant is.
What is an F-Gas number and where do I find it?
