In the UK it is a legal requirement: anyone who installs, services, repairs or decommissions equipment containing fluorinated greenhouse gases must hold a valid F-Gas qualification, and the company employing them must hold company certification. They place limits on the use of higher GWP (global warming potential) gases such as R404A and R507A in existing equipment, and they impose leakage control duties on whoever owns the equipment.

There are two separate things: the individual engineer’s qualification and the company’s certification. A compliant contractor holds both.
Do I need an F-Gas engineer just to service my air conditioning?
If the work involves the refrigerant circuit in any way — leak checking, recovery, recharging — then yes. A clean of the filters is not regulated work; anything that touches the refrigerant is.
